NEP, like other Local Enterprise Partnerships, has taken on new responsibilities for government's Local Growth Funding and the European Structural and Investment Fund, both of which are being delivered as from 2015, alongside local economic development funding provided by Northamptonshire County Council. It is essential that the planning for and delivery of this funding is subject to the highest standards of transparency, accountability and visibility.

The NEP Board therefore agreed to develop new governance arrangements which became operational in 2014. These were designed to drive forward growth in Northamptonshire, provide wide partnership input to strategy development and delivery, meet central government's tests for LEP governance and leadership arrangements and, importantly, discharge the financial, democratic and private sector accountability requirements for devolved funding. 

These new arrangements bring together private, public, voluntary and community sector partners to drive forward the delivery of the Strategic Economic Plan and ESIF strategy and ensure that NEP's business is delivered to the highest standards of propriety and transparency. 

In addition to the wider partnership governance structure, NEP as a company limited by guarantee, has a Finance and Audit Committee which provides ongoing scrutiny to the business and its operations.

NEP has developed its governance structure to ensure that a wide range of public, private, voluntary, community and other partners are involved in driving forward our business and making sure that we continually operate to the highest standards of propriety in the best interests of Northamptonshire, its businesses and its people.

LEP Assurance Framework

The document linked below sets out NEP's Assurance Framework in relation to all government funding that will be delivered including the Local Growth Fund. This builds upon the structures and processes already set out in Northamptonshire’s Strategic Economic Plan and on NEP's extensive experience and track record of effective programme management and delivery.

Local Transport Body

The NEP Board fulfils the role of the Northamptonshire Local Transport Body.

The main purpose of NEPs work in this area is to oversee the delivery of the two projects funded by the Department for Transport (DFT) under the Local Transport Body allocation:

  • A45 Daventry Development Link Road
  • A43 Northampton to Kettering improvements

NEP will work closely with Northamptonshire County Council as transport authority and deliverer of these projects to ensure their delivery as agreed with DFT.


Complaints & FOI

Freedom of Information (FOI)

In the spirit of our commitment towards openness and transparency we will continue to respond to all Freedom Of Information (FOI) and Environmental Impact Regulations (EIR) requests. NEP as a non-statutory body may not itself be subject to the Freedom of Information Act 2005 or the Environmental Impact Regulations 2004 (The Information Commissioner is ultimately responsible for determining this). Northamptonshire County Council as NEPs Accountable Body will be responsible for ensuring that all FOI and EIR requests relating to the work of NEP are dealt with in accordance with the relevant legislation.
